Abstract
This dissertation discusses. the Strategic Management Initiative that was adopted by the Irish Government in 1994. It was adopted following on from the reforms that
were taken place in countries such as Australia, New Zealand, U.K. and U.S. who adopted the New Public Management model and other countries like Canada, France,
Germany, Netherlands and Sweden who adopted similar reforms. With demands from citizens and customers for the Irish civil service to become more accountable, open
and transparent and more co-ordinated and integrated across departments the SMI was launched. Whilst not the NPM model it was Ireland's version along with partnership. It was a generic mode1 that was applied initially to the Irish civil and eventually the wider public sector. The dissertation discusses the impact of it in the Department of Environment, Heritage and Local Government and how the department managed the change process incorporating Strategic Management, Strategic Human Resource
Management and the Performance Management Development System.
