Abstract

This paper illustrates a novel mechanism which jointly reduces PSNR and rate variations in the H.264 video coding standard in mixed motion scenes. Our scheme exploits a simple binary search combined with dynamic cut scene and fade identifiers. Results show 24% less variance on PSNR and 93% less variance on rate. Furthermore it reduces the percentage of dropped frames to almost zero while achieving near constant and on target bit and frame rates.
